Add-in doesn't load in Outlook desktop application on mac

Question

My Outlook add-in works on web, however it doesn't work on Outlook client (Microsoft Outlook for Mac 16.78.3 (23102801)). I've checked the log file and it says:

24.11.23 13:47:25 Unexpected Resource Access to one of your manifest's resources is denied. Check the <Resources> listed in your XML manifest file.

When I try to add the add-in indicating the manifest file it simply doesn't load. And here is my manifest.xml file:

I am not sure what exactly is the issue. Would appreciate any help. My mac os version is Monterey 12.6.5.
