It's not a good practice to rely on globals at all. You should be passing variables to PHPTAL explicitly:

$phptal->set('paypal', $GLOBALS['paypal']);

and then use action="${paypal/url}"

or if you really must:

$phptal->set('GLOBALS', $GLOBALS);
