Why do I get an error message when I install pybigwig?

I have a problem that I have tried to solve but I have not found how to do it, when I try to install pyBigWig to be able to read .bb files with

pip install pyBigWig 

I get the following error and I can't use it. Could someone help me?

I tried to download the PyPl archive as pyBigWig-0.3.22.tar.gz locally. I have also tried to link to the github repository where it is but I get the same error every time.
